Instructions
- Preheat oven to 350°F (175°C) and line 9×9 inch baking pan
- Cream butter and granulated sugar until light and fluffy
- Mix in flour and cornstarch until dough forms
- Press dough evenly into pan and bake 15-20 minutes until golden
- Combine condensed milk, brown sugar, corn syrup, and cream in saucepan
- Cook over medium heat until boiling, then simmer 5 minutes until thickened
- Pour caramel over cooled shortbread and spread evenly
- Melt chocolate chips and cocoa powder, spread over caramel layer
- Refrigerate until set, at least 1 hour
